Two years after the resolution of the Individual Eleven case and the departure of Major Kusanagi (voice of Atsuko Tanaka) from Section 9, Togusa (Kouichi Yamadera) has taken on her role and must investigate a spate of strange events which leave a trail leading back to the enigmatic Puppeteer (Yoshiko Sakakibara). While investigating, Batou (Akio Ootsuka) encounters Kusanagi who appears to be leading her own investigation. She warns Batou to stay away from the Solid State Society and leaves.
